We are an independent surfacing contractor with extensive hands-on experience in the surfacing industry offering S278 and S38 works. A Section 278 agreement is a section within the Highways Act 1980 that permits developers to enter into a legal agreement with the local council. The aim, pending planning approval, is to make permanent altercations or improvements to a public highway.

​

A Section 38 agreement is a voluntary agreement entered into between a developer and the local authority, detailed within Section 38 of the Highways Act 1980. It is used where a developer wishes to construct new estate roads on a development, which will be offered to the local authority for adoption in the future.
